The France-Armenia Friendship Group and the Senate’s International Information Group on Nagorno-Karabakh Call for the Signing of a Peace Agreement Between Armenia and Azerbaijan

Gilbert-Luc Devinaz, President of the Senate’s France-Armenia Interparliamentary Friendship Group, and Etienne Blanc, President of the International Information Group on Nagorno-Karabakh, welcome Armenia’s commitment to reaching a peace agreement with Azerbaijan. They call for its swift signing to advance a lasting peace process in the South Caucasus.

The signing of this agreement should be the first step in discussions between Armenia and Azerbaijan. The goal is to achieve normalization of relations while respecting the sovereignty and territorial integrity of both states.

Until this agreement is signed, the European Union’s observation mission, whose mandate has been extended until 2027, must continue its work. Its role is essential, as it has significantly reduced the number of incidents recorded in high-risk confrontation areas.

The conclusion of this agreement should also lead to the release of all prisoners illegally detained by Azerbaijan and the effective implementation of the International Court of Justice’s ruling of November 17, 2023, which recognizes the right of Nagorno-Karabakh’s Armenian population to return safely and without obstacles, in full respect of their rights.

Now is the time to envision peace in the South Caucasus, with prospects for “win-win” cooperation in an open space conducive to exchanges and the prosperity of the region’s peoples.
