Azerbaijan Misses Initial Deadline to Report on Armenian Prisoners

The European Court of Human Rights (ECHR) has granted Azerbaijan an extension to submit detailed information on Armenian captives held in Baku, according to Armenia’s Office of the Representative for International Legal Affairs, as reported by Sputnik Armenia.

Azerbaijan had initially been ordered to provide full information on 23 Armenian detainees—including their physical and mental health status—by November 4. However, the country failed to meet the deadline.

On November 7, the ECHR extended the submission date, requiring Azerbaijan to provide the requested details by November 18. Until then, the Armenian government will not have access to the relevant information, the office stated.

The office also noted that some data received from the ECHR may not be publicly disclosed due to potential confidentiality requirements.

The Armenian prisoners have been held incommunicado for nearly four months without access to independent observers. Currently, there is no official or international information regarding their detention conditions.

Azerbaijan has confirmed the capture of 23 Armenians, 17 of whom were detained following its September military operation in Nagorno-Karabakh. Among the detainees are former senior officials of the Artsakh government, including Ruben Vardanyan, Levon Mnatsakanyan, David Manukyan, David Babayan, David Ishkhanyan, Arkadi Ghukasyan, Bako Sahakyan, and Arayik Harutyunyan.
