None of them or the other political prisoners in the country should have been prosecuted in the first place. But the extraordinarily heavy sentences mark yet another escalation in the relentless repression of regime critics in Azerbaijan.<\/em><\/p>\n\n\n\n<p><em>On 23 June 2025, Bahruz Samadov, a researcher at Charles University in Prague and activist advocating for peace with Armenia, arrested in August 2024, was sentenced to 15 years on flimsy charges of treason, after going on a hunger strike and reportedly attempting suicide a few days earlier.<\/em><\/p>\n\n\n\n<p><em>On 20 June 2025, independent news outlet Abzas Media collaborators,<\/em> including its director Ulvi Hasanli, editor-in-chief Sevinj Abbasova Vagifgizi, journalists Hafiz Babali, Nargiz Absalamova,<em> and Elnara Gasimova, coordinator and activist Mahammad Kekalov, as well as RFE\/RL journalist Farid Mehralizada, were all given sentences ranging from seven and a half to nine years, based on trumped-up charges of smuggling foreign currency and money laundering. The arrests of the Abzas Media team in November 2023 marked the beginning of the current wave of repression, while Farid Mehralizada was detained in May 2024.<\/em><\/p>\n\n\n\n<p><em>We recall that just a few weeks ago, Talysh minority historian Igbal Abilov, the editor-in-chief of the Talysh National Academy News magazine, was sentenced to 18 years in prison on treason charges, while opposition activist Tofig Yagublu was sentenced to 9 years in a sham trial in March 2025. These are just some cases out of the staggering number of political prisoners in Azerbaijan,<\/em> which has grown rapidly to almost 400 over the last couple of years. We reiterate in this context Parliament&#8217;s calls for EU sanctions to be imposed under the EU Global Human Rights Sanctions Regime on responsible Azerbaijani officials and call on the High Representative\/Vice-President and the European External Action Service to avoid any steps that would risk emboldening<em> the regime on the current path. We recall that Parliament repeatedly demanded that any future partnership agreement between the EU and Azerbaijan be made conditional on the release of all political prisoners and the improvement of the human rights situation in the country.&#8221;<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">8 journalists given lengthy jail terms as Azerbaijan crushes free press<\/h1>\n\n\n\n<p>By CPJ Staff on\u00a0June 23, 2025<\/p>\n\n\n\n<p>New York, June 23, 2025\u2014 Eight Azerbaijani journalists have received prison sentences ranging from 7 \u00bd to 15 years, as part of an ongoing series of media trials likely to obliterate independent reporting in the Caucasus nation.<\/p>\n\n\n\n<p>In a closed-door trial on Monday, columnist and peace activist Bahruz Samadov was&nbsp;<a href=\"https:\/\/www.meydan.tv\/az\/article\/b%c9%99hruz-s%c9%99m%c9%99dov-15-il-mudd%c9%99tin%c9%99-azadliqdan-m%c9%99hrum-edilib\/\" target=\"_blank\" rel=\"noreferrer noopener\">sentenced<\/a>&nbsp;by a court in the capital Baku to 15 years in prison for treason, after going on a hunger strike and&nbsp;<a href=\"https:\/\/storage.googleapis.com\/qurium\/www.meydan.tv\/az-article-h%c9%99bsd%c9%99-olan-f%c9%99al-intihara-c%c9%99hd-edib.html\" target=\"_blank\" rel=\"noreferrer noopener\">attempting suicide<\/a>&nbsp;the previous week.<\/p>\n\n\n\n<p>On Friday,&nbsp;<a href=\"https:\/\/www.meydan.tv\/az\/article\/abzas-media-isi-uzr%c9%99-h%c9%99bs-olunanlara-hokm-oxundu\/?tztc=1\" target=\"_blank\" rel=\"noreferrer noopener\">six journalists<\/a>&nbsp;from Abzas Media, widely regarded as Azerbaijan\u2019s most prominent anticorruption investigative outlet, were found guilty of acting as an organized group to commit multiple financial crimes, including currency smuggling, money laundering, and tax evasion, linked to alleged receipt of illegal Western donor funding:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>director Ulvi Hasanli, editor-in-chief Sevinj Vagifgizi (Abbasova), journalist Hafiz Babali \u2013 sentenced to 9 years<\/li>\n\n\n\n<li>reporters Nargiz Absalamova and Elnara Gasimova \u2013 sentenced to 8 years<\/li>\n\n\n\n<li>project coordinator Mahammad Kekalov \u2013 sentenced to 7 \u00bd years<\/li>\n<\/ul>\n\n\n\n<p>In addition, journalist Farid Mehralizada from U.S. Congress-funded broadcaster Radio Free Europe\/Radio Liberty\u2019s Azerbaijani service received a&nbsp;<a href=\"https:\/\/www.rferl.org\/a\/baku-azerbaijan-journalist-sentence-rfe-mehralizada-media-crackdown\/33449887.html\" target=\"_blank\" rel=\"noreferrer noopener\">9-year sentence<\/a>&nbsp;as part of the same trial.<\/p>\n\n\n\n<p>\u201cThe heavy sentences meted out to seven journalists in the Abzas Media case and to columnist Bahruz Samadov signal Azerbaijani authorities\u2019 intent to wipe out what remains of independent coverage,\u201d said Gulnoza Said, CPJ\u2019s Europe and Central Asia program coordinator. \u201cReports that Samadov has attempted suicide are particularly concerning. Authorities should ensure Samadov\u2019s wellbeing and immediately release all wrongly jailed journalists.\u201d<\/p>\n\n\n\n<p>Abzas Media told CPJ in a statement that the charges against their staff were \u201cabsurd and fabricated\u201d and their \u201conly \u2018offense\u2019 was exposing corruption, abuse of power, and informing the public of inconvenient truths.\u201d<\/p>\n\n\n\n<p>RFE\/RL condemned Mehralizada\u2019s sentence as a \u201c<a href=\"https:\/\/about.rferl.org\/article\/rfe-rl-journalist-farid-mehralizada-sentenced-to-nine-years-in-prison-in-azerbaijan\/\" target=\"_blank\" rel=\"noreferrer noopener\">sham<\/a>\u201d and \u201cunnecessarily cruel.\u201d<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Treason case shrouded in secrecy<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/cpj.org\/2025\/05\/azerbaijan-arrests-two-more-journalists-increasing-crackdown-tally-to-25\/\" target=\"_blank\" rel=\"noreferrer noopener\">At least 21<\/a>\u00a0leading Azerbaijani journalists and media workers have been jailed on charges of receiving funds from Western donors since late 2023, amid a\u00a0<a href=\"https:\/\/eurasianet.org\/azerbaijani-president-signals-further-divergence-from-west-in-inauguration-speech\" target=\"_blank\" rel=\"noreferrer noopener\">decline in relations<\/a>\u00a0with the West and a surge in authoritarianism following Azerbaijan\u2019s\u00a0<a href=\"https:\/\/www.nytimes.com\/2023\/09\/27\/world\/europe\/nagorno-karabakh-armenia-azerbaijan.html\" target=\"_blank\" rel=\"noreferrer noopener\">recapture<\/a>\u00a0of the disputed Nagorno-Karabakh region, ending decades of separatist Armenian rule.\u00a0<\/p>\n\n\n\n<p>Azerbaijan was the world\u2019s 10th worst jailer with\u00a0<a href=\"https:\/\/cpj.org\/data\/imprisoned\/2024\/?status=Imprisoned&amp;cc_fips%5B%5D=AJ&amp;start_year=2024&amp;end_year=2024&amp;group_by=location\" target=\"_blank\" rel=\"noreferrer noopener\">13 journalists<\/a>\u00a0behind bars in CPJ\u2019s latest annual\u00a0<a href=\"https:\/\/cpj.org\/special-reports\/in-record-year-china-israel-and-myanmar-are-worlds-leading-jailers-of-journalists\/\" target=\"_blank\" rel=\"noreferrer noopener\">prison census<\/a>\u00a0on December 1, 2024.<\/p>\n\n\n\n<p>Full details of the charges against Samadov, who contributes to Georgia-based\u00a0<a href=\"https:\/\/oc-media.org\/authors\/bahruz-samadov\/\" target=\"_blank\" rel=\"noreferrer noopener\">OC Media<\/a>\u00a0and U.S.-based\u00a0<a href=\"https:\/\/eurasianet.org\/people\/bahruz-samadov\" target=\"_blank\" rel=\"noreferrer noopener\">Eurasianet<\/a>\u00a0and was\u00a0<a href=\"https:\/\/cpj.org\/2024\/09\/azerbaijani-columnist-bahruz-samadov-detained-on-treason-charges\/\" target=\"_blank\" rel=\"noreferrer noopener\">detained<\/a>\u00a0by state security officers while visiting his family in Azerbaijan in 2024, have not been made public. Authorities classified as secret the case against Samadov, a prominent advocate for peace with neighboring Armenia and a doctoral student in the Czech Republic.<\/p>\n\n\n\n<p>Pro-government media,&nbsp;which receive regular \u201c<a href=\"https:\/\/eurasianet.org\/azerbaijans-pro-government-media-just-following-orders\" target=\"_blank\" rel=\"noreferrer noopener\">recommendations<\/a>\u201d from authorities on what to publish, have&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=PrtGQuakSCg\" target=\"_blank\" rel=\"noreferrer noopener\">denounced<\/a>&nbsp;Samadov for writing \u201csubversive\u201d articles for the \u201canti-Azerbaijan\u201d Eurasianet. His reporting, reviewed by CPJ, focuses on growing Azerbaijani militarism and authoritarianism.<\/p>\n\n\n\n<p><strong>\u2018Absurd\u2019 charges in reprisal for corruption reporting<\/strong><\/p>\n\n\n\n<p>As the June 20 verdicts were read out, Abzas Media journalists&nbsp;<a href=\"https:\/\/abzas.org\/az\/2025\/6\/abzasclara-9-il-qdr-cza91321103-d\/\" target=\"_blank\" rel=\"noreferrer noopener\">turned their backs<\/a>&nbsp;on the judges and held up posters of the outlet\u2019s corruption&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=txU1LvixCOQ\" target=\"_blank\" rel=\"noreferrer noopener\">investigations<\/a>&nbsp;into senior&nbsp;<a href=\"https:\/\/abzas.org\/en\/2023\/12\/the-new-owner-of-nakhchivanaa8564fc-d\/\" target=\"_blank\" rel=\"noreferrer noopener\">officials<\/a>, including the president\u2019s&nbsp;<a href=\"https:\/\/abzas.org\/en\/2022\/12\/agdamda-prezidentin-ail-uzvl4d85b25d-d\/\" target=\"_blank\" rel=\"noreferrer noopener\">family<\/a>.<\/p>\n\n\n\n<p>President Ilham Aliyev took over from his father in 2003 and&nbsp;<a href=\"https:\/\/apnews.com\/article\/azerbaijan-election-ilham-aliyev-087121df383cef2282ba961729933f0c\" target=\"_blank\" rel=\"noreferrer noopener\">won<\/a>&nbsp;a fifth consecutive term in 2024.<\/p>\n\n\n\n<p>Abzas Media continues to operate from&nbsp;<a href=\"https:\/\/oc-media.org\/abzasmedia-to-continue-from-exile-despite-imprisonment-of-management-team\/\" target=\"_blank\" rel=\"noreferrer noopener\">exile<\/a>.<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Western-funded \u2018spies\u2019<\/strong><\/p>\n\n\n\n<p>Amid a major state media\u00a0<a href=\"https:\/\/cpj.org\/2023\/12\/azerbaijani-journalist-nargiz-absalamova-detained-for-3-months-amid-crackdown-on-abzas-media\/\" target=\"_blank\" rel=\"noreferrer noopener\">campaign<\/a>\u00a0against Western-funded \u201cspies,\u201d police\u00a0<a href=\"https:\/\/cpj.org\/2023\/11\/azerbaijan-police-arrest-abzas-media-director-ulvi-hasanli-raid-outlet\/\" target=\"_blank\" rel=\"noreferrer noopener\">raided<\/a>\u00a0Abzas Media\u2019s office in November 2023 and said they found 40,000 euros (US$45,900),\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/azerbaijan-arrests-fourth-independent-journalist-week-2023-11-28\/\" target=\"_blank\" rel=\"noreferrer noopener\">accusing<\/a>\u00a0U.S., French, and German embassies of funding the outlet illegally.<\/p>\n\n\n\n<p>Police\u00a0<a href=\"https:\/\/cpj.org\/2024\/03\/azerbaijan-courts-extend-pre-trial-detention-of-6-abzas-media-journalists\/\" target=\"_blank\" rel=\"noreferrer noopener\">arrested<\/a>\u00a0the six journalists over the following three months. In 2024,\u00a0<a href=\"https:\/\/cpj.org\/2024\/11\/azerbaijan-to-try-rfe-rls-farid-mehralizada-14-other-journalists-as-it-prepares-to-host-cop29\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mehralizada<\/a>\u00a0was also detained, though he and Abzas Media denied that he worked for the outlet.<\/p>\n\n\n\n<p><a href=\"https:\/\/e-qanun.az\/framework\/3527\" target=\"_blank\" rel=\"noreferrer noopener\">Azerbaijani law<\/a>&nbsp;requires civil society groups to obtain state approval for foreign grants, which authorities accuse Abzas Media of failing to do.<\/p>\n\n\n\n<p>Defense arguments, reviewed by CPJ, said that such an omission was punishable by fines,\u00a0<a href=\"https:\/\/tribunat.info\/en\/analysis\/qrant-cinayet-yolu-ile-elde-edilmis-emlak-ola-bilermi\" target=\"_blank\" rel=\"noreferrer noopener\">not criminal sanctions<\/a>, and prosecutors did not provide evidence the journalists engaged in criminal activity. Rights advocates\u00a0<a href=\"https:\/\/abzas.info\/az\/2025\/6\/beynlxalq-tskiatlarla-xidmtd84e4835-b\/\" target=\"_blank\" rel=\"noreferrer noopener\">accuse<\/a>\u00a0Azerbaijan of\u00a0<a href=\"https:\/\/cpj.org\/2024\/04\/azerbaijan-arrests-13th-journalist-over-alleged-international-donor-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">routinely<\/a>\u00a0withholding permission for foreign grants and refusing to register organizations that seek them.<\/p>\n\n\n\n<p>In February, Aziz Orujov, director of independent broadcaster Kanal 13, was sentenced to\u00a0<a href=\"https:\/\/cpj.org\/2025\/02\/azerbaijan-sentences-kanal-13-director-aziz-orujov-to-2-years-in-prison\/\" target=\"_blank\" rel=\"noreferrer noopener\">two years<\/a>\u00a0in prison on illegal construction charges. In December, Teymur Karimov, head of independent broadcaster Kanal 11, was sentenced to\u00a0<a href=\"https:\/\/www.meydan.tv\/en\/article\/teymur-karimov-sentenced-to-8-years-in-prison\/\" target=\"_blank\" rel=\"noreferrer noopener\">eight years<\/a>\u00a0in prison.<\/p>\n\n\n\n<p>Five\u00a0<a href=\"https:\/\/www.meydan.tv\/en\/article\/shahnaz-baylargizi-released-under-house-arrest\/\" target=\"_blank\" rel=\"noreferrer noopener\">journalists<\/a>\u00a0from\u00a0<a href=\"https:\/\/cpj.org\/2025\/01\/azerbaijani-authorities-bring-new-charges-against-toplum-tv-arrest-another-journalist\/\" target=\"_blank\" rel=\"noreferrer noopener\">Toplum TV<\/a>\u00a0and 10 with\u00a0<a href=\"https:\/\/cpj.org\/2025\/05\/azerbaijan-arrests-two-more-journalists-increasing-crackdown-tally-to-25\/\" target=\"_blank\" rel=\"noreferrer noopener\">Meydan TV<\/a>\u00a0face trial on similar foreign funding allegations.<\/p>\n\n\n\n<p><em><strong>Editor\u2019s note<\/strong>: This text has been amended in the ninth paragraph to correct the number of journalists and media workers facing charges of receiving funds from Western donors.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Azerbaijan: Seven Journalists Sentenced in Latest Shocking Crackdown On Free Speech<\/h1>\n\n\n\n<p>Monday, June 23, 2025<\/p>\n\n\n\n<p>Reacting to the sentencing to lengthy prison terms of seven media workers in the \u201cAbzas Media case\u201d in Azerbaijan, Marie Struthers, Amnesty International\u2019s Eastern Europe and Central Asia Director, said:<\/p>\n\n\n\n<p>\u201cThe case against Abzas Media is an example of how Azerbaijan\u2019s judicial system is being weaponized to muzzle independent journalism, and calls for a strong international response. By pressing fabricated economic charges against journalists who exposed high-level corruption, the Azerbaijani authorities are sending a chilling message to anyone in the country who dares to challenge them. A strong international reaction should make clear that this is unacceptable.<br><br>\u201cThe political repression in Azerbaijan today is staggering, yet we lack a united, principled stand against it from the international community, in defence of human rights. In stark contrast, major actors like the European Union persist in actively\u00a0<a href=\"https:\/\/www.eeas.europa.eu\/eeas\/azerbaijan-remarks-high-representativevice-president-kaja-kallas-joint-press-conference-minister_en\" target=\"_blank\" rel=\"noreferrer noopener\">courting<\/a>\u00a0President Ilham Aliyev in search of lucrative gas deals.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The political repression in Azerbaijan today is staggering, yet we lack a united, principled stand against it from the international communityMarie Struthers, Amnesty International\u2019s Eastern Europe and Central Asia Director<\/p>\n<\/blockquote>\n\n\n\n<p>\u201cThe international community must exert real pressure on the Azerbaijani authorities to immediately release the Abzas Media journalists, imprisoned media workers from\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/03\/azerbaijan-campaign-of-intimidation-against-independent-media-continues-with-raid-on-toplum-tv\/\" target=\"_blank\" rel=\"noreferrer noopener\">Toplum TV, Meydan TV and Kanal 13<\/a>, and all other government critics imprisoned solely for exercising their right to freedom of expression, and to put an end to the Azerbaijani government\u2019s systemic campaign against dissent.\u201d<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Background<\/strong><\/p>\n\n\n\n<p>On 20 June, the Baku Court of Serious Crimes sentenced seven media workers affiliated with the independent investigative outlet Abzas Media \u2013 including director Ulvi Hasanli, editor-in-chief Sevinc Vagifgizi, investigative journalist Hafiz Babaly, reporters Nargiz Absalamova and Elnara Gasymova, translator Muhammad Kekalov, and economist and Radio Free Europe correspondent Farid Mehralizade \u2013 to prison terms ranging from seven and a half to nine years. The charges included \u201ccurrency smuggling,\u201d \u201cmoney laundering,\u201d \u201ctax evasion,\u201d and forgery of documents.<\/p>\n\n\n\n<p>Their prosecution and imprisonment are widely believed to be in retaliation for the media organization\u2019s investigations into corruption among President Ilham Aliyev\u2019s family and inner circle. These include reports on post-war reconstruction in Nagorno-Karabakh and illicit financial networks tied to state-linked companies. During the hearings, the defence highlighted numerous procedural irregularities, pressure on the defendants and witnesses, and a lack of credible evidence. Witnesses have withdrawn or denied previous statements, and defendants have reported ill-treatment in custody.<\/p>\n\n\n\n<p>At least\u00a0<a href=\"https:\/\/rsf.org\/en\/country\/azerbaijan\" target=\"_blank\" rel=\"noreferrer noopener\">25 journalists<\/a>\u00a0are currently imprisoned in the country. Azerbaijan has the\u00a0<a href=\"https:\/\/iphronline.org\/wp-content\/uploads\/2025\/01\/coe-az-report-finalised.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">highest number<\/a>\u00a0of imprisoned media workers held on politically motivated charges since it joined the Council of Europe in 2001.
